discussions in Projetx Module & Forum in community module

I want to upload an document (PDFfor exemple) in my project and open a discuss to propose a survey but :

-> discussion in module projects :
OK : Good rights for the users,
BAD : Can't upload and link an document on my project folders
BAD : Can't propose a survey

-> Forum in community module :
BAD : Open for every users (can't give detail access for forum [For example: one forum by project]
GOOD : Can upload and link an document on my project folders
GOOD : Can propose a survey

Solution :
Just put the same options for discussion in project that forum in community
Or
Just give user detail access for forum in community module

What is possible to resolv my case ?
